EIGHTH STREET RECONSTRUCTION
PROGRESS REPORT
Date: September 19, 2008
Contractor has completed storm sewer installations from
Madison Street to Clay Street.
Contractor will continue installation of storm sewer on
Saturday (09-20-08) from Clay Street to Vine Street.
Contractor will begin sanitary sewer work on Monday, September
22 on the 400 block of Vine Street.
All schedules are weather permitting.

Woodlands Drainage and Pavement Improvements
Village consultant Earth Tech, through the Drainage and
Woodlands Improvements Task Force, completed the preliminary
drainage study. The recommendations were presented in January
2008 to the EPS Committee. The proposed project would include
a new drainage system and improved roadways at a total cost
of about $20 million. The Finance Commission is currently
evaluating financing options.

Veeck Park Wet Weather Facility
The design of the Veeck Park wet weather facility is continuing
following Board approval of the Plan Commission recommendation
on July 10th. The Preliminary Engineering Report sent to
Illinois EPA was approved on July 21st. Construction of
the facility is scheduled to begin in October, with some
of the equipment needing to be procured sooner to ensure
timely delivery. As part of the IEPA approval, a timeline
was established and written into the permit issued to the
Village requiring operation of the facility by March of
2009.
Sewer Separation Projects
As part of the Village's plan to alleviate localized areas
of flooding and also reduce wet weather flows to Flagg Creek
Water Reclamation District, several key sewer separation
(storm sewer) projects have been identified. Last year a
Stormwater Masterplan was developed and presented in November
by consultant Clark Dietz. The proposed work may be completed
either as standalone projects or through Road Programs.
Updates will be provided as projects are launched.
Localized Drainage Solution Program
The Localized Drainage Solution Program was established
in 2007 to help address areas of localized flooding both
on public and private property. Projects are selected based
on resident requests and a Village evaluation of the requests
to determine the feasibility of a solution. Typically those
accepted are ones that affect multiple properties and also
are reasonably close to existing storm sewers to provide
the drainage relief. The cost of projects established solely
to alleviate private property flooding have been split 80/20,
with the residents responsible for 80%. Projects located
on public property are generally funded 100% by the Village
and are likely part of the Stormwater Masterplan. Exceptions
may include unimproved streets and alleys. Unimproved street
improvement costs have historically been shared with the
residents based on a Special Assessment or Special Service
Area agreement. For alley improvements, drainage costs are
paid by the Village, while paving costs (including asphalt
and stone) are paid by the residents.
The following drainage improvement projects have been selected
for construction.
Special Service Area #9 - Private property bounded by Oak,
Elm, Eighth and Ninth
The scope includes extending storm sewer from Ninth Street
to the north into the rear yards where additional inlet
structures will be installed to alleviate localized flooding.
The project is scheduled to be awarded in June, but construction
will likely not begin until late summer since restoration
will be more effective as the summer heat subsides.
400 Block S. Washington/Lincoln Alley
The scope includes extending storm sewer from Fourth Street
south into the alley to collect storm water at the low point
in the middle of the block. The gravel alley will also be
paved. The project is scheduled to be awarded in June with
construction pending on reimbursement by the residents for
the paving work.
2008 Road Program
The 2008 Road Program will include reconstruction and utility
work on the following segments:
~ Vine Street from Sixth to Fourth shall include water
and sewer replacement and full pavement reconstruction.
~ Vine Street from Fourth to Hinsdale shall include sewer
replacement and full depth resurfacing.
~ Second Street from Vine to Grant shall include full depth
resurfacing.
~ Eighth Street from Madison to Garfield shall include sanitary
sewer replacement from Madison to Clay, new storm sewer
(sewer separation project) from Garfield into Robbins Park,
new sidewalk installation between Madison and Vine, and
full pavement reconstruction.
The Village is working with the consultant to complete
the design and plan preparation for the construction letting.
IDOT is currently reviewing the plans. A start date is expected
at the end of August with construction completed in November
2008.
2008 Resurfacing Project
Due to the extreme winter conditions deteriorating some
roadways, a joint resurfacing project with the Village of
Western Springs was established that included the following
segments:
~ County Line Road from Sixth to Third
~ Chicago Avenue at County Line intersection and short segments
west and south
~ Grant Street from Fifth to Third
~ Madison Street from 55th to Ninth
~ The Lane from Elm to Oak
~ Garfield Street near 56th
~ Hickory Street from Madison to Vine
Construction has largely been completed with only punchlist
items left to complete.
2008 New Sidewalk Program
In a continued effort to implement the Sidewalk Masterplan
and construct the identified critical links, the 2008 New
Sidewalk Program will include the following segments:
~ Eighth Street - South side between Madison and Vine as
part of the Road Program
~ Seventh Street - North side between Park and Elm
~ Seventh Street - South side at Dietz Park
~ Bruner Street - West side from Hinsdale south to Alley
~ Bruner Street - West side from Fourth north to existing
walk
~ Bruner Street - East side from Sixth north to existing
walk
~ Thurlow Street - West side between Sixth and Seventh
The project has been bid and awarded to G & M Cement
Construction, Inc. Contracts are expected to be executed
within a week for construction to begin in mid-August.

50/50 Sidewalk Program
The Village has established a 50/50 Sidewalk Program to
help keep the existing sidewalk network functioning safely.
This is an annual program that involves resident input and
cost sharing for replacement of dangerous sidewalk squares.
For a sidewalk square to qualify for cost sharing replacement
it must be present a trip hazard of at least ½".
Sidewalk squares displaced by parkway trees are replaced
at Village expense. Residents may request additional sidewalk
replacement, but if it does not meet the hazard criteria
the resident must cover 100% of the cost. The request deadline
for this year's program was June 23. Due to the IDOT approval
process, construction will likely be completed in September
and October.
2009 Road Program
The 2009 Road Program will include resurfacing and utility
work on Garfield Street between 55th and First. New storm
sewers are proposed as a sewer separation project, as well
as repairs to the existing combination sewer. A consultant
has been retained to complete the design and construction
inspection services.
As more detailed survey and design data are formulated,
costs will be reviewed to determine if additional work can
be completed as part of this project. The additional work
would likely include some or all of the following:
~ Resurfacing of First Street between Garfield and Park
~ Resurfacing of Park Avenue between First and Chicago
~ Water main replacement between First and Third
~ Water main replacement between Ninth and 55th
~ New sidewalk on the east side of Garfield between Ninth
and 55th
Given the amount of proposed utility work, the Fourth of
July parade route for 2009 will likely need to be rerouted.
More information regarding this change will be posted as
it is available.
Oak Street Bridge
Preliminary discussions have begun regarding the condition
of the Oak Street Bridge since it is nearing the end of
its useful life. The Village firmly believes that a grade
separated railroad crossing is important to maintain in
the future. Given the existing condition and location of
the bridge, there will be several challenges that must be
addressed early in the process. The Village has already
involved Burlington Northern Santa Fe Railroad, Illinois
Department of Transportation, Illinois Commerce Commission,
and local legislators. The Village is currently working
towards beginning a Phase 1 study to evaluate the feasibility
of bridge replacement by identifying design constraints,
environmental impacts and cost. To design, secure funding
and construct a project of this nature it can take several
years so the process must begin now.
Brook Park Renovation Project
Phase 2 of the Brook Park Renovation Project has been underway
since last fall. Work includes the washroom/storage facility
and the required storm water improvements. The building
is largely complete and permits from Metropolitan Water
Reclamation District for the sewer work were obtained in
mid-July. Work has commenced on the storm sewer installations
with the two main runs already installed. The disturbed
area across the football field has already been restored
with sod, and a seed blanket is expected to be installed
along the east sideline shortly. The water service connection
is scheduled to be completed next week, with the asphalt
path to follow shortly thereafter. The building will be
opened upon approval from MWRD.
